The Outline of HAPSAfs Activities
The Purpose of Establishment
HAPSA aims at contributing to administrative promotion of Hyogo Prefecture
and municipalities within Hyogo, and development of local autonomy. HAPSA
inquires about the administrative subjects which Hyogo Prefecture and municipalities within Hyogo should actively tackle, and promotes
the policy planning activities.
History
November 6, 1993 Establishment
of the Hyogo Prefectural Policy Studies Association mainly consisting of
officials of Hyogo Prefectural Government.
September 27, 2003
Reorganization into the Hyogo
Administrative Policy Studies Association mainly consisting of officials of
Hyogo Prefectural Government and municipal governments.
Organization

General Meeting
The General Meeting consists of private
members and group members and is held at least once a year. The General Meeting,
HAPSAfs supreme decision-making body, decides important matters including amendment
of regulations and reelection of board members.
Steering Committee
The Steering Committee consists of @ five representative members representing the HAPSA, and A 16 executive officials of policy-planning and research divisions of Hyogo
Prefectural Government , 4 executive officials of municipal governments
and 1 scholar. The
Steering Committee discusses and decides matters about activities plan and
budget, etc.
Planning Sectional Meeting
The Planning Sectional Meeting consists
of the Representative Steering Committee members and 8 officials of policy-planning
divisions of Hyogo Prefecturel Government and municipal governments. The Planning Sectional Meeting examines activities plan etc., preceding
the Steering Committee.
Advisor/ Honorary Advisor
Advisors comment on the operation of the HAPSA responding to requests from
the Steering Committee
Councilors
27 academics from various areas assume posts of councilors. They act as
coordinators of research presentation conferences,lecturers of seminars, and advisers of investigation researches by members,etc.
Auditor
Auditor inspects accounts and business of
the HAPSA.
Secretariat / Full-time Staff / Volunteer Staff
The secretariat
takes charge of general affairs of the HASPA and is located in the Civil Service Personnel
Training Institute that provides trainings to officials of
Hyogo Prefectural Government and municipal governments.
The volunteer staff belongs to the
secretariat and works on exchange programs with the American Society for Public
Administration (ASPA ).
About 1,500 people enroll as
HAPSA members.
There are three types of
members, private members, group members and supporting members.
Private Members
Intended members are @ Officials of Hyogo Prefectural Government, A Officials of municipal governments in Hyogo Prefecture, and B Academics living or working in Hyogo Prefecture.
About 1,100 officials of
Hyogo Prefectural Government, 300 officials of municipal governments and 30
academics enroll as private members.
Group Members
Intended organizations are @ Hyogo Prefectural Government, A municipal governments in Hyogo Prefecture, and B organizations related to these local
governments. 20 organizations enroll as
group members.
Supporting Members
Besides above members,
supporting member covers @ organizations conducting
public activities, and A individuals living or working
in Hyogo and approve objectives of the HAPSA.
About 90 organizations and individuals enroll as supporting members.
